Upgrading from 13.2-RELEASE-p12 to 14.1

Hi everyone!
I know that this kind of problem was already asked in Internet and also here, but I don't understand all suggested solutions.
Can someone explain me what should I do in the case of this error:

You didn't upgrade, but just tried to update.
Maybe clearer with a few more words (I do not mean that rudely just trying to help):

You didn’t upgrade [to FreeBSD 14.1], but just tried to update [your existing 13.2 system].

Also you just used the fetch command that doesn’t install or change existing files - you need the install command for that (it will install the files fetched).
