On FreeBSD-9.2 and 10.0:

locate Q16.bs
/usr/ports/graphics/ImageMagick/work/ImageMagick-6.8.9-3/PerlMagick/blib/arch/auto/Image/Magick/Q16/Q16.bs
/usr/ports/graphics/ImageMagick/work/ImageMagick-6.8.9-3/PerlMagick/quantum/Q16.bs

I copied the first one in the folder (I know i shouldn't do that) and hope it was right.

But it seems to be a bug.

Solved. Seems it was related to the bug in bsd.commands.mk.
