devfs warning respecting qemu

What is the problem here and how is it resolved? What are the implcations of this with respect to the running OS (14.1p5)?

service devfs restart/etc/rc.d/devfs

: WARNING: devfs_init_rulesets: could not read rules from /etc/devfs.rules

[qemu_ruleset]
add path tap* mode 0660 group wheel

Take a look at any existing ruleset and the problem should become obvious.
